How do I make a small budget go further?

Write the content yourself, get decent photographs, and start with fewer pages done properly. Those three are most of the cost, and they are the parts you can genuinely do without a designer. Then add pages as the business needs them.

Is it cheaper to fix my current site than replace it?

Often, and we will say so if it is. If the foundation is sound, improving speed, structure and content costs a fraction of a rebuild. If it is built on something that cannot be made fast, patching it is money spent twice.
